El Paso Corporation (El Paso) has experienced substantial growth and management change over the last decade. Most of that growth has been by acquisition, which has significantly increased the environmental liabilities under management. Meanwhile, the Sarbanes-Oxley legislation was emerging from Congress requiring publicly held companies to increase the sophistication and effectiveness of management controls. This article looks at the significant improvements made to the system of management controls and operating philosophy in El Paso’s corporate remediation department during this important time of growth and development. El Paso’s program of management controls for environmental remediation liabilities ensures compliance with disclosures and reporting associated with the Sarbanes–Oxley Act while improving the business (and engineering) of managing environmental remediation projects.
