This discussion focuses on lessons learned in developing compliance certification tasks that provide a risk-based, efficient means of describing and managing the business processes associated with daily compliance with thousands of applicable requirements. Tasks were developed using ERM’s web-based Microsoft® Sequel ServerTM data development database called Periodic Check System1 (PCS) as a cornerstone to Tesoro’s Golden Eagle refinery in Martinez, California. Tesoro’s applicable regulation and task content was exported into SAP’s new x-application for environmental management, xEM, an end-tool that provides the means for the refinery to distribute tasks, track completion and provide deviation reports. This discussion focuses not on end-tool implementation, but instead on constructing meaningful, prescriptive compliance tasks that capture the essence of reasonable inquiry for specific refinery work processes. Examples of how this was achieved at Tesoro’s Golden Eagle refinery include: 1) drafting a system description of compliance work flow processes based on staff interviews, 2)including references to specific compliance documents, calculations or reports containing evidence of compliance, 3) streamlining similar tasks into condensed, robust audit tasks. In addition, some approaches to management of change will be described to move toward a compliance certification approach that is sustainable in a changing refinery environment.
