EPA guidance provides for implementation of a results-based strategy when performing Resource Conservation and Recovery Act (RCRA) Corrective Actions. This guidance focuses on the attainment of program goals, such as interim remedy implementation, rather than on unnecessary adherence to predetermined administrative processes (EPA, 2000). This approach was adopted at a refinery in the Northeast United States with the installation of two interim groundwater treatment systems to address historic releases of aromatic hydrocarbons and fuel oxygenates prior to completion of all investigative activities. This strategy greatly accelerated the Corrective Action (CA) process and provided significant advantages over conventional approaches.
