This paper presents an innovative site specific risk based clean‐up technique for final corrective measures for a Solid Waste Management Unit (SWMU) within an active petroleum refinery in Sinclair, Wyoming (WY). The remedy includes evaluating total excavation to an on‐site corrective action management unit (CAMU) versus in‐situ soil treatment utilizing industrial by‐products of other Wyoming industries for neutralization. Through this remedy evaluation process, Sinclair Wyoming Refining Company (SWRC) identified a cost savings opportunity utilizing pollution prevention (P2) and recycling for in‐situ soil neutralization. Based on the implementation of the insitu neutralization the CAMU does not need to be sized to contain the acidic and residuum impacted soils, with the CAMU footprint can be reduced in size and constructed on the neutralized and stabilized material acting as a cap. The CAMU will provide a repository for other impacted soils from the site effectively reducing the area required for remediation efforts at SWRC. It should be noted that this approach is based on site specific information and is not necessarily applicable to other locations.
