The California Global Warming Solutions Act of 2006 (AB-32) mandates a statewide reduction in greenhouse gas (GHG) emissions to 1990 levels by 2020. AB-32 gives broad authority to the California Air Resources Board (CARB) to adopt regulations to achieve this target. Measures for reducing GHG emissions outlined in the State’s Draft Scoping Plan for implementing AB-32 include plans for a state wide cap and trade system, motor-vehicle GHG emission standards, increasing the State’s Renewable Portfolio Standard for electricity generation, and implementing a Low Carbon Fuel Standard.
