A new risk-based approach for evaluating advanced remedial technologies was demonstrated and used to justify the selection of environmental cleanup remedies. This paper presents a strategy that has been commended by the Texas Commission on Environmental Quality as a “best practice”. The approach utilizes a risk-based mass removal criterion as a primary basis for remedy selection. It specifically entails an evaluation of the costs associated with the amount of mass removed by alternative candidate remedies based on having defined the distribution of mass at a site. The cost per unit mass removed and residual risk are then used to justify the selection of a preferred remedy.
