Description:

The Refinery MACT rule, initially promulgated August 18, 1995, has been in the process of review by EPA during the past few years. This review has been pursuant to EPA’s obligations to conduct: - Residual risk analysis (assess the risk remaining after the application of the MACT standards, as required by section 112(f)(2) of the CAA), and - Technology review (review developments in control technology every eight years, as required by section 112(d)(6) of the CAA). While these are separate directives under the CAA, EPA has chosen to combine them for the Petroleum Refining category, as they have for numerous other source categories. The combination of a residual risk analysis and a technology review is frequently referred to by the acronym RTR, and thus the Refinery MACT amendments currently under development may be referred to as Refinery MACT RTR, or the RTR Amendments.
