Two California Air Districts that regulate most of the petroleum refineries in the state have taken slightly different approaches to minimize flare emissions. Despite many similarities, these approaches differ in whether they set specific targets for reduction; the way the public is involved; when flare minimization plan documents are submitted; and in other aspects. These varying regulatory approaches and their performance data will be explored further to conclude to what degree they have achieved their intended results of reducing flare emissions and whether one approach achieved greater reductions.
