The United States Environmental Protection Agency (EPA) issued an estimated cost of compliance with the rule for refiners, and that cost was approved by the Office of Management and Budget (OMB). EPA estimated, with OMB approval, the following costs for a single refinery: • $10,666/yr (5 yr annualized cost $1.6 M / 150 refineries) • $40,667 year 1 costs ($6.1M / 150 refineries) Citation: Preamble of the MRR, Page 56363, Table VII “ESTIMATED COVERED ENTITIES, EMISSIONS AND COSTS BY SUBPART (2006$)” The means that each refiner used to address compliance with the rule are expected to vary widely. Since discussing the different approaches taken by various refiners would likely benefit all NPRA members, a voluntary survey was issued to some NPRA refinery clients during 2010. This paper presents the results of that survey.
