Downstream oil & gas operations in California have been subjected to a myriad of environmental regulations rolled out by the federal, state, and local regulatory agencies. In California, greenhouse gas (GHG) regulations under the umbrella of California Assembly Bill 32 (AB32), The Global Warming Solutions Act, were written into law in 2006 requiring GHG emissions reporting, monitoring, and participation in a cap-and-trade market now in effect. The financial feasibility of the regulatory elements imposed by AB32 has been the subject of extensive public debate and advocacy efforts over the last few years. This paper will focus on one of the many financial challenges that the AB32 regulations present for downstream oil and gas operations; managing instrument calibrations.
