The petroleum refining industry has been addressing ongoing conformity with US EPA’s (EPA’s) Risk Management Program (RMP) rule since the June 21, 1999 initial compliance deadline.1 The RMP is intended to provide a vehicle for companies to inform the public of process safety risks and associated measures at industrial facilities that use certain flammable or toxic substances. Each facility’s risk management plan (RMPlan) should convey how releases of flammable and toxic substances would impact surrounding areas, summarize historical significant accidents at regulated processes, describe accident prevention programs, and explain the emergency response program and associated procedures should an accident occur.
