This paper investigates the historical air emissions data refiners have provided to the EPA through the Toxic Release Inventory (“TRI”) and then compares this data with the emission data set used by EPA in the current proposed Petroleum Refinery Sector Risk and Technology Review (“RTR”) rule.1 Very surprising results were discovered.
