The presentation will include a discussion of the existing source tests, and some of the challenges faced when testing a depressurized vent stream with decelerating flow and varying composition. Additionally, the discussion will cover the implications of the existing source tests results related to the New Source Review (NSR) permitting of emissions from delayed coker steam vents at these and other facilities; considerations will include the evaluation of permitting strategies such as a retroactive review versus permitting the delayed coker steam vent and the associated emissions as a new source, non-attainment versus attainment area implications related to netting and the potential need for VOC offset credits, and best available control technology (BACT) evaluations. Air dispersion modeling of emissions from delayed coker steam vents related to demonstrating compliance with National Ambient Air Quality Standards (NAAQS) for PM and with health impact standards required by some states for compounds such as H2S will also be discussed.
