ENV-14-59 Overview of Proposed Refinery Residual Risk Rule

On June 30, 2014, EPA proposed amendments to 40 CFR 63 Subparts CC and UUU (Refinery MACT 1 and 2) as well as technical amendments to 40 CFR 60 Subparts J and Ja. These proposed rule changes were in response to the Clean Air Act requirement that a Risk and Technology Review be performed eight years after a MACT standard is promulgated. This paper summarizes the proposed changes to these rules. Public comments are being accepted by US EPA until October 28, 2014 and a final rule is likely to be issued in the middle of next year.
