Description:

Spill Prevention, Control, and Countermeasure Plan (SPCC) and Facility Response Plan (FRP) regulations both require discussion of methods of disposal for recovered materials from spills. FRP regulations go a step further and require Disposal Plans. Many times, the portions of these plans that address disposal are rather light on substance, but in the case of an emergency response, the emergency coordinator will be best served to have a robust disposal plan prepared and implemented in advance. We will discuss the types of wastestreams generated during a potential emergency response, whether those wastestreams are potentially hazardous, what disposal options are available (landfilling, recycling, incineration), and how to choose disposal facilities while keeping CERCLA liability in mind.
