Multiple air regulations require that refineries, chemical plants, and TSDFs to keep control of their Volatile Organic Compounds (VOC) and Hazardous Air Pollutants (HAPs) emissions. However, there are times when a permanent control device will not be able to accommodate an emissions activity such as flare outages, tank cleaning, internal floating roof (IFR) tank roof landing, maintenance activity, and turnaround activity and therefore a temporary device will be needed. Short term control technology is available to be used as a temporary solution to control those emissions. Temporary control options include carbon canisters, thermal oxidizers, enclosed combustion devices, internal combustion engines, and liquid scrubbers. This document addresses the different options for control technology, the benefits of each, the requirements associated with each option, and how a site can more effectively manage compliance.
