2015 will go down as a milestone year in the area of National Ambient Air Quality Standards (NAAQS) and air dispersion modeling. A myriad of new rules and guidance have been released by the United States Environmental Protection Agency (EPA) or are in process, defining a series of challenges that will continue to develop as we move into 2016. Some of these new and on-going changes include: • The 1-hour SO2 NAAQS Attainment Designation process and Data Requirements Rule. • The EPA’s SIP call for revised Startup, Shutdown, and Malfunction (SSM) rules from 36 states. • The strengthening of the Ozone NAAQS from 75 parts per billion (ppb) to 70 ppb. • The proposed revisions to the Federal Air Modeling Guidance (Appendix W), which revises several important aspects of the Federal air-dispersion modeling guidelines, including the calculation of NOX to NO2 conversion in NO2 modeling, new requirements around the secondary formation of PM2.5 and Ozone, and several other topics.
