This paper will outline that refineries are not the only facilities that have to comply with the rules and regulations of 40 CFR Part 61, Subpart FF Benzene Waste Operations NESHAPS (BWON). Chemical plants and petrochemical plants are just a few of the other facilities who have benzene waste. First, the BWON rule will be summarized, including applicability, accounting for benzene in waste streams, and BWON control and treatment standards. Next, this paper will explain some of inherent challenges that chemical plants face in BWON. These challenges include low concentration benzene waste streams, and the production of benzene in chemical plant reactions. Finally, overlaps between BWON and other regulations will be reviewed.
