The Federal New Source Review (FNSR) Prevention of Significant Deterioration (PSD) program and the Nonattainment New Source Review (NNSR) program are EPA air permitting programs meant to authorize new major sources and major modifications of existing major sources. Items such as Major NSR applicability, how major sources are determined, and the attainment status (either attainment or nonattainment) of the area where the proposed new major source or modified existing major source is located become very important elements for any Major NSR analysis to consider. This discussion is intended to touch on certain specific aspects of the different areas listed above, and will present the following topics along with a brief discussion of each. I) Baseline Emissions – Including a discussion on Demand Growth/Accommodated Emissions (Per EPAs NSR Reform Rule of Tuesday December 31st, 2002. Effective March 3rd, 2003) II) EPAs “New Aggregation Rule” for the Oil and Natural Gas Sector, and III) Recent proposals and updates regarding EPAs new Ozone Nonattainment Designations
