One of the main Refinery Sector Rule requirements for flares is the transition from a periodic demonstration of flare gas heating value to continuous monitoring of flare gas heating value and maintaining a minimum combustion zone net heating value. Countrymark Refining & Logistics, LLC (CountryMark) has implemented an automatic flare gas net heating value control system at its Mount Vernon, Indiana refinery. The flare gas net heating value requirements of 40 CFR 63 Subpart CC vary in some aspects from the current flare gas net heating value system at the refinery, but are similar enough that the lessons learned during the control system implementation should be a useful guide as Subpart CC compliance preparations are initiated.
