ENV-16-69 U.S. EPA’s Compliance and Emissions Data Reporting Interface (CEDRI): What Can You Expect?

The U.S. Environmental Protection Agency (U.S. EPA) has begun to promulgate regulations under 40 CFR Part 60 [Standards of Performance for New Stationary Sources, commonly referred to as New Source Performance Standards (NSPS)] and Part 63 [National Emission Standards for Hazardous Air Pollutants (NESHAPs)] that require electronic reporting (E-reporting) of data. There are currently 53 regulations (as of August 2016) with promulgated E-reporting requirements and this number will continue to grow as the requirements are built into new and existing NSPS/NESHAPs, as well as State rules. The E-reporting provisions require facilities to electronically submit performance test results, monitoring data [including continuous emissions monitoring systems (CEMS) relative accuracy test audit (RATA) results], ongoing compliance reports, emissions reports, and/or certain notifications to the U.S. EPA Compliance and Emissions Data Reporting Interface (CEDRI). Once final reports are uploaded to and/or completed in CEDRI, they must be signed, submitted, and validated using the U.S. EPA Central Data Exchange (CDX) Cross-Media Electronic Reporting Regulation (CROMERR) service. Reports are stored in the CROMERR archive and are immediately available for review by the applicable regulatory authorities. After a review period, the reports become available for public review through the U.S. EPA WebFIRE database. For certain reports and regulations under CEDRI, there are Microsoft Excel templates and/or extensible markup language (XML) schema available to aid users in the completion of their electronic reports. These templates/schema are not only useful during the submittal process, but also in the preparatory stages because they allow users to see exactly what data are required to be submitted electronically for their facility. Although there are currently no templates/schema available for the more recent regulations with E-reporting requirements (e.g., 40 CFR Part 63, Subparts CC and UUU), we can infer the types of data that will be required for the various reports using templates/schema that have already been developed for other regulations. Having a better understanding of what data will be requested ahead of time will allow for better planning at the facility as it relates to environmental compliance.
