With a January 2018 compliance deadline looming, now is the time to assess your fenceline monitoring program and finish stocking your toolkit. Through a combination of a thorough understanding of the rule and refinery operations and by leveraging insights from pilot study efforts, you can maximize your facility’s readiness for rule compliance and the challenges that lie ahead. A complete FLM toolkit includes: • Plans, procedures, and training for tube change outs; • Data management and QA/QC program; • Tools for identifying trends and sources influencing observed fenceline concentrations; and • Stakeholder engagement strategy This paper/poster touches on all the above elements, but will expand most deeply into the methods to identify trends in the data and, most importantly, work through identifying the source(s) of elevated or unexpected readings – all focused on ensuring your facility never actually has to deal with a reading above the regulatory threshold and, hopefully, even resolving any elevated readings by the time the data are published. Data will be published quarterly starting with the initial reporting in early 2019. Methods for assessing sources include different approaches for gathering more granular data (summa canisters and other measurement techniques), source sampling, real-time monitoring, back-trajectory modeling, and more. These methods and their advantages and disadvantages will be reviewed and discussed.
