The project was located at AMOCO’s Whiting Refinery (‘Whiting”), on Lake Michigan in Northwest, Indiana. Whiting is a 400MBD complete fuels and lubricants refinery comprised of some 33 process units, covering more than 1700 acres. For purposes of this paper, Whiting can be viewed as three major areas: the Refinery proper, the Tank Fields and the Waste Water Treating Plant (WWTP). The Refinery is equipped with major pollution control devices valued at more than $1 BOMM.
