When installing new equipment, it is the goal of the environmental engineer to meet the objectives of a rule or policy while minimizing both operating and capital costs. This paper provides an overview of the application of tools originally developed for another purpose in demonstrating that a new sulfur recovery complex would comply with environmental regulations. Requirements of both the Federal New Source Performance Standards (NSPS) and Best Available Control Technology (BACT) as interpreted by the Texas Natural Resource Conservation Commission (TNRCC) were considered. Compliance with regulations was accomplished while minimizing both operating and capital costs.
