The U.S. EPA recently promulgated regulations for control of hydrocarbon losses from marine tank vessel loading operations under 40 CFR 63 - Subpart Y. The final rule is a twopart regulation encompassing federal standards for Reasonably Available Control Technology (RACT) and National Emission Standards for Hazardous Air Pollutants (NESHAP) for marine tank vessel loading operations. These regulations will affect petroleum refineries and terminals that load large quantities of crude oil, gasoline, and other petroleum products and chemicals onto marine tankers and barges. This paper describes how the recent changes adopted into the final rule will affect the types of marine vapor control systems that must be installed.
