Phillips Petroleum Company has developed a site-wide management plan which sets forth a comprehensive strategy for addressing the impact of the Borger Complex’s operations on surface water, soils and groundwater while satisfying the overall intent of applicable regulations. The site-wide management plan is designed to be protective of human health and the environment using a risk-based strategy that results in efficient and cost effective completion of tasks required by the following regulatory programs: 1) RCRA Permitting 2) RCRA Facility Investigations 3) RCRA Groundwater Monitoring 4) RCRA Waste Site Closures 5) Underground Storage Tanks (USTs) 6) Stormwater Management 7) Spill and Leak Management 8) Remediation Systems
