Currently, several facilities have had to install continuous emissions monitoring systems (CEMS) on emission units in compliance with federal and/or state environmental regulations, It is anticipated that eventual promulgation by the US-EPA of “enhanced monitoring” requirements will increase the number of existing, as well as new and/or modified, units that will require some form of CEMS. Much to the considerable consternation of several CEMS purchasers, the costs associated with purchase of the emissions analyzer are only the “tip of the iceberg” when compared to the total installed cost of a CEMS. This paper presents the findings of one facility owner/operator and its engineering contractor during the selection, design and procurement of a CEMS system for a revamped petrochemical plant. The various alternatives considered are presented, culminating with the rationales for the final selection. “Gpportunities” encountered and lessons learned during CEMS installation, commissioning and performance testing are also presented. Finally, an itemized list of ancillary equipment and the costs associated with CEMS system installation and operation are presented to illustrate how the total installed cost for a comprehensive CEMS system can exceed the base cost of the analyzer by an order of magnitude (or more).
