In November 1993, President Bill Clinton and U.S. Environmental Protection Agency (EPA) Administrator Carol Browner announced the creation of the Common Sense Initiative (CSI). CSI is EPA’s highest-priority effort to implement the President’s regulatory reinvention mandate. This paper presents the One-Stop Reporting and Public Access Project which was developed by a Project Team under the Petroleum Refining sector subcommittee of the CSI. Key participants in the project include US EPA; EDF; LEAN; City of Toledo, OH; State of OK; TNRCC, industry representatives, Galveston County Health District and the Texas City/LaMarque CAP. PRC Environmental Management, Inc. (PRC) has assisted in supporting the One-Stop and Public Access Pilot Project. The paper presents an overview of CSI, a description of the project, details of the project oversight and the selection process for the pilot facility; details of the project scope; details and a summary of the community input; and a summary of the key findings and recommendations.
