This paper focuses on reforms concerning applicability, control technology reviews, and class I areas. Additionally, several NSR reforms dictated by the 1990 Clean Air Act Amendments (CAAASO) are discussed. In particular, this paper attempts to focus on the issues of greatest concern to the refining industry and to NPRA. It should be noted that these rule are proposed, and subject to change as a result of comment from industry and the public. The reader is encourage to submit comments, both pro and con, as desired.
