As a result of Title III of the 1990 Clean Air Act Amendments, expansion of the toxic release inventory (TRI), and state air toxics programs, the quantification of hazardous air pollutant (HAP) in-stream concentrations and emissions is becoming increasingly important in assessing the applicability of and demonstrating compliance with air quality regulations (e.g., MACT), permit requirements, and in compiling inventories and reports. Although sampling and anaytical data may be available to quantify HAP emissions from point sources, less analytical data is typically available for quantifying HAP emissions from fugitive equipment component leaks at a refinery. Therefore, Navajo Refining Company has developed a method to quantify fugitive equipment component HAP emissions from more readily available information.
