Marathon’s Fugitive Consolidation project is a creative solution to a common problem among industry regarding fugitive monitoring programs. Industry has historically struggled with implementing multiple, often overlapping regulations and requirements centering around fugitive monitoring. Multiple standards are difficult to implement and have been identified by the EPA as a common source of compliance problems. Marathon’s project simply consolidates existing standards by adopting the most strict standard and applying it uniformly across the refinery. The ownership for monitoring and repair was also shifted to operating personnel. The result is a stream-lined standard that is simple to implement, easier to administer, less costly, and assures compliance with all standards. In addition, the fugitive components were better maintained which decreased the refinery’s leak percentage. Finally, the project resulted in savings from less product losses and eliminated the cost for outside contractors or dedicated fugitive group.
