Refiners are facing increased regulatory and community scrutiny. The U.S. Environmental Protection Agency has targeted the refining industry for increased enforcement action. As a result of the EPA’s initiative and the action of many states, numerous refineries are now being subjected to Multi-Media and Multi-Agency audits. Further, neighboring communities in a number of industrial centers such as the San Francisco Bay area, Lake Charles, Philadelphia and Institute, West Virginia are bringing refining and chemical facilities under greater scrutiny. Mandated Risk Management Plans are anticipated to only increase the level of community involvement in the operations of refineries and chemical plants. 0 In light of these pressures, refiners are looking for ways to improve their compliance records. Further, they wish to improve their relationships with their neighbors. Marathon decided that environmental awareness training coupled with increased integration of environmental functions with operations was a way to achieve these goals and reduce costs.
