Description:

The United States Environmental Protection Agency (USEPA) has developed a program to implement accidental release prevention provisions in Section 112(r) of the Clean Air Act Amendments of 1990. The USEPA’s requirement for Risk Management Programs and Risk Management Plans (the RMP Rule) is applicable to many, if not all, petroleum refineries. Requirements are detailed in the June 20, 1996 Federal Register (61 FR 3 1668) and codified at 40 CFR Part 68. In its final form, the RMP Rule builds on the requirements of the Occupational Health and Safety Administration’s (OSHA’s) regulations on Process Safety Management (PSM). USEPA regulations are intended to add requirements that address and minimize the potential for off-site impacts to people and the environment.
