Description:

On July 27, 1993 (58 FR 400671, the U.S.EPA promulgated the first federal exclusion (“Delisting”) for residual solids resulting from the recycling of listed hazardous wastes generated from petroleum refining operations. The delisting was granted to Marathon Oil Company’s Texas City refinery. Marathon’s recycling technology, a thermal desorption recycling unit (System), was brought online in early 1994, with the purpose of meeting the company’s goal of eliminating 85 percent of the refinery’s hazardous waste generation by 1997. Marathon’s System is leased from and operated by RETECVTETRA, LLC. (RETEC/TETRA).
