As refinery managers drive their plants even harder to increase output while reducing operating costs and plant downtime, there is a tendency to delegate, designate or appoint a staff person to handle routine regulatory reporting requirements on an almost ad-hoc basis. However, as new environmental regulations are proposed and passed by the state, local and federal regulatory community, new complex recordkeeping and reporting requirements continue to appear. Such reporting requirements are no longer routine. The failure of a facility to properly plan, prepare and understand these documents can leave a site liable for penalties from regulators, and answerable to the surrounding community. While, at one time, environmental reporting requirements appeared to be routine, now a typical petroleum facility will need to prepare annual or regular Stormwater Pollution Prevention Plans, Spill Prevention, Control and Countermeasure Plans, emission inventories, Title V compliance reports, HON reports, Refinery MACT I reports, CAM reports, SARA 3 12 and 3 13 reports and a compendium of state and local reports. Furthermore, the site will need to be prepared to follow every commitment made in these reports. However, in some cases the type of report required and the information needed is similar in many of these rules, and could be standardized. To understand the reporting requirements, it is first necessary to understand three aspects of the petroleum industry: the nature of the industry, the applicable regulations, and the reporting requirements incorporated within these regulations.
