On June 5, 1996, the National Response Team (NRT) published guidance in the Federal Register on the preparation of Integrated Contingency Plans (ICPs). This was the culmination of an effort known as the “One Plan Project” that originated in EPA Region 6. The project brought together a unique assemblageo f organizations including the National ResponseT eam, the Region 6 Response Team, private industry, state and local government agencies, a labor union, and an environmental group. This broadly based group developed a strategy and format for consolidating and integrating multiple contingency plans that are prepared by facilities to comply with often overlapping and redundant Federal regulations. These single plans, known as ICPs, simpli@ emergency response plans at facilities, which leads to cost savings, improved utilization during emergency responses, and improved coordination with other emergency response organizations. After one year of experience in implementing the ICP guidance, a number of lessons have been learned that can benefit facilities in the development of ICPs. In addition to facility adoption of the guidance, the process of integration is expanding to larger entities including corporations, governmental agencies, municipalities, and Federal Areas. An examination of these trends yields new insights into future possibilities for improved emergency planning through integration across federal, state, local, and facility boundaries.
