Since 1990 the petroleum refining industry has become very familiar with the MACT regulations. Refineries can have as many as seven different MACT emission regulations apply. Compliance with these regulations, however, does not mean the end of regulatory activity with respect to air toxics - there are Residual Risk and Urban Air Toxics - both of which have potential impact on downstream activities. This paper presents a synopsis of the current regulatory state of affairs and addresses twenty key questions regarding MACT, residual risk, and air toxics.
