The occurrence of significant quantities of petroleum-derived contamination is not uncommon at long-operating refineries, petrochemical plants, and storage terminals. The majority of this contamination originated from the environmental practices of the decades past which were far less stringent than today’s. Whether historic or recent, spills and leaks of petroleum and petrochemicals can continue to impact the sub-surface environment for decades or longer. Because of the threat that sub-surface petroleum poses to groundwater and ecosystem resources, refiners, petrochemical manufacturers, and terminal operators must frequently assess the environmental risks of these historic and recent impacts in order to (1) prioritize remediation spending and (2) engineer SOUP I remedial strategies.
