An Integrated Contingency Plan (ICP) was written for the Solutia Chocolate Bayou, Texas, facility. This large, complex petrochemical facility manufactures a variety of chemical intermediates, including fibers and plastics intermediates, animal food additives, surfactants, preservatives, and heat transfer fluids. This facility is subject to all seven of the regulations that are allowed to combine contingency plans under the ICP as well as having separate, internal emergency procedures. These were combined into a single document that stressed usability, a graphical flow chart approach, and conciseness.
