A large, complex refinery and petrochemical production plant makes many changes routinely to improve efficiencies and respond to market conditions. The challenge that the Environmental Department faces as a result of these changes is to ensure compliance with a multitude of regulations. Thus, the Department is faced with tasks that include proper identification of regulatory implications, preparation of permit applications and regulatory documentation. A personal computer based procedure is being integrated into the refinery's Management of Change (MOC) system to provide a consistent, thorough review of environmental requirements applicable to current and future facility operational changes. The personal computer based database management system will lead the reviewer through the regulatory maze and will provide documentation in response to changes. Critical areas of review are for the PSD/NSR triggers, NSPS triggers, NOx SIP call triggers, emissions estimates, and Refinery MACT & HON Group 1 or Group 2 Determinations.
