In November 1993, President Bill Clinton and Environmental Protection Agency (EPA) Administrator Carol Browner announced the creation of the Common Sense Initiative (CSI). The initiative reflects the Administrator’s commitment to setting strong environmental standards while encouraging common sense, innovation, and flexibility in how the standards are achieved. The goal of CSI is cleaner and cheaper environmental protection for entire industries, achieved by modifying existing environmental regulations and policies. The approach is tailored to specific concerns within an industry sector, rather than a “one-size-fits-all” approach to environmental regulation. The objective in establishing the CSI is to bring together representatives from other Federal agencies, State and local government, environmental organizations, environmental justice organizations, industry, labor, communities, and other stakeholders to look at the full range of environmental requirements affecting industry.
