This paper will examine the “who’s who” among the important industry organizations responsible for determining and contributing to specifications for engine oils used in passenger cars and light trucks (known in this paper as PCMO). It will then consider the historical perspective, examining how the specifications have change with time, as well as the pace of those changes. The majority of the paper will examine the issues driving change in specifications as it affects three groups: passenger car original equipment manufacturers (OEMs), lubricant additive suppliers, and basestock refiners/lubricant manufacturers.
