The Saudi Chevron Phillips facility is a grass roots petrochemical plant commissioned in late 1999 in Jubail, Saudi Arabia. This paper will discuss Lessons Learned from the Project for Control and Information systems from conception to installation. The issues include such items as interfacing with a Lump Sum Engineering and Procurement Contractor (LSEPC) to get the desired final results, cultural and language barriers, end user buy-in, implementation timing, and change management. These issues must be managed for products ranging from PLCs to Web Servers. The goal of comprehensive information management and barriers to that goal will also be discussed along with comparisons to the plant's current systems.
