Reliability-Centered Maintenance techniques have been used since the 1960’s in the aerospace and nuclear industries to provide rigorous FMEA analysis of every component. However, the petrochemical and refining industries have failed to embrace these methods because they are viewed as cumbersome and resource intensive. ERIN has developed and successfully applied their Streamlined Reliability-Centered Maintenance program (SRCM™) in the Petrochemical and Refining industries with over 250 successful applications since 1983. These SRCM analyses typically result in improved reliability, reduced O&M costs, and increased profitability. The petrochemical and refining industries have achieved a remarkable safety record over the last two decades with most companies maintaining incident rates significantly better than other industries. However several catastrophes in the 1980’s initiated a sequence which resulted in the OSHA regulation 1910.119. This regulation went into effect in 1994 and one consequence was that the process industries have been required to perform Process Hazard Analyses (PHA) on all process units containing flammable or hazardous materials. These PHA studies are necessary for safe operation and regulatory compliance, however they typically are done for compliance on a stand-alone basis and don’t generate significant financial benefits in the form of reduced costs or increased production. The joining of these two programs is the obvious result. The SRCM analysis can be structured in the FMEA analysis to satisfy all requirements of the OHSA 1910.119 regulations and still provide all the benefits of an SRCM study with improved profitability and reduced costs.
