At various times, business bookshelves and airline travel magazines have been flooded with literature describing the benefits to be gained from improving the level of employee participation. Many companies and plant sites have tried, at one time or another, popular employee participation programs of the day with names like Quality Circles, Corrective Action Teams, or Self Managing Work Teams. From our personal experience, these programs have all too often followed a familiar pattern: the excitement of high promise; followed by the disillusion from unmet expectations; followed by the eventual decline of the program.
