A major oil Refiner in the Middle East, Bahrain Petroleum Company (BAPCO jointly owned by Bahrain Government and Caltex Petroleum Corporation), has recognized that their ongoing tank repairs, associated costs and time out of service have shown an increase in recent years. As an initiative of the Maintenance Department, supported by Refinery Management, a review of the process involved has been initiated and completed. The process began in early 1995 when a Performance Measurement initiative established the Mission and Visions of the Tank Repair Program (TRP) (Fig 1 & Fig 2). The group determined that they needed to “Benchmark’ themselves against international industry standards in order to determine their effectiveness in accomplishing their vision.
