An intense reliability improvement effort began at BP's Lima Ohio Oil Refinery in 1995. By 1998 it had achieved stunning results: value additions of $0.77/barrel that have been sustained (worth $43million per year), while also dramatically improving safety and environmental performance. An additional bonus was that the decision to close the refinery (slated for November 1998) was reversed at the last minute when a buyer (Clark Oil USA) was found. Sale of the refinery generated $175 million of value for BP, and also averted significant additional closure and environmental remediation costs, booked in 1996. Clark Oil USA said it purchased the refinery partly because the plant workers and managers had maintained the refinery in such excellent condition during the two year period after its closure had been announced by BP, and had continued a relentless pursuit of improvements and innovation.
