NSC-10-51 Post Incident Management: An Owner-Operator Perspective

Following a catastrophic event such as a major fire or explosion, release of toxic material or a multiple-fatality accident, facility owners have to manage multiple issues that many have never faced before. This presentation on Post-Incident Management will identify those issues and the challenges they present from four different perspectives: The owner/operator of the facility, regulatory agencies such as OSHA investigating the incident, an outside consultant and technical expert brought in to assist the owner, and legal counsel. Issues discussed will include dealing with multiple agencies (OSHA, CSB, EPA, DHS) and other third parties (media, insurance companies, unions); incident investigations conducted by the owner, agencies and third parties; requirements for site preservation and evidence collection; managing document production as well as employee and witness interviews; implications for demolition and rebuild of damaged units; and legal considerations associated with all these issues.
