NSC-14-6 Emergency Management: Readiness to Manage the Residual Risk

Refineries and petrochemical facilities have had emergency response plans in place for many decades and updated these to meet the new regulatory requirements in the 1990s. Unfortunately, the Chemical Safety and Hazard Investigation Board continue to identify emergency management related gaps in many of the accident they have investigated. The author will discuss the Center for Chemical Process Safety’s Risk-Based Process Safety perspective on emergency management, including metrics that can be used to track and improve performance as well as management reviews to verify that the overall emergency management program is working properly and is ready to execute.
