This is a sequel to the story of Frank Lees, Director of Process Safety for Phossel Fuels, presented in 2012. In the first part of the story Frank demonstrated the use of lagging and leading indicators from API RP 754 – Process Safety Performance Indicators for the Refining and Petrochemical Industries to change Phossel Fuels from an industry laggard to an industry leader. In Part II of the Phossel Fuels story, Frank becomes engaged in Advancing Process Safety, a joint effort between the American Petroleum Institute and the American Fuels and Petrochemical Manufacturers. He studies the results of this industry analysis, which combines input from the Metrics and Analysis, Event Sharing quarterly Reviews, Regional Networks and Site Assessment sub-teams. These have been used to develop target areas for the APS Focuses Improvement Sub-group. Frank compares this industry analysis to his internal company data to develop a prioritized list of action plans that further improve Phossel Fuels’ Process Safety performance.
